How to Contest a Blue or Green Zone Parking Fine in Cartes: Downloadable Template

If you have received a parking fine (denuncia) for violating regulations in the Blue or Green zones of Cartes, you have the legal right to challenge it. These zones, known as Zona Azul (short-term paid parking) and Zona Verde (often reserved for residents), are strictly regulated. Many fines are issued due to minor errors, expired tickets, or signage issues, and this template will help you file a formal appeal (alegaciones) to contest the penalty effectively.

Instructions on how and where to submit your appeal in Cartes

To contest your fine, you must submit your appeal within 20 calendar days from the date you received the notification. In Cartes, you have two primary options for submission:

Additional documentation required

To ensure your appeal is processed, you must attach the following documents to your submission:

Expert Tip: Always keep a copy of your submitted appeal stamped by the registry office (or a digital proof of submission). If you decide to pay the fine to benefit from the 50% "early payment discount," be aware that doing so is legally interpreted as an admission of guilt, which effectively ends your right to appeal. Only submit your appeal if you are confident in your evidence and are willing to forfeit the early payment discount.
